Bluff Bridge: Engineering Behind the Lift

The Bluff Bridge upgrade in the Clarence Valley represents more than a new structure across the Orara River, it strengthens a critical regional connection relied upon by local communities, freight operators and emergency services.

Thanks to Borger Cranes, we’re pleased to share behind-the-scenes footage of the complex girder lifts that brought the new bridge structure into place.

A Vital Regional Link

Bluff Bridge has historically been impacted by flooding of the Orara River, causing road closures and isolation for surrounding communities including Glenreagh, and disrupting travel between Grafton and Coffs Harbour.

Improving resilience and reliability at this location was essential.

While the lift operations captured in the video are dramatic, the long-term performance of the bridge depends on the engineering behind it.

CJC’s Role: Permanent Structural Design

CJC Management delivered the permanent structural design for the new Bluff Bridge, working as part of the broader project team led by ADG Engineers for Clarence Valley Council.

Our structural team was responsible for designing the bridge elements that will carry long-term traffic loads, environmental actions and durability demands for decades to come.

Each girder installed on site forms part of a permanent structure engineered for strength, stability and resilience in a flood-prone environment.

The successful installation captured in Borger Cranes’ footage reflects the coordination between design and construction teams to ensure the structure performs exactly as intended.

Built for Long-Term Performance

Regional infrastructure carries significant responsibility. In areas with limited alternative routes, reliability is critical.

Bluff Bridge demonstrates the importance of robust structural design in supporting community access, freight movement and regional connectivity, particularly in environments subject to flood events.

Visible to the Community

Bluff Bridge is also part of the Clarence Valley flood monitoring network. Residents can view live images of the bridge via the Bluff Bridge Monitoring Station – Orara Way, allowing the community to monitor conditions in real time.

For a region that has experienced repeated flood impacts, this level of visibility supports informed decision-making and strengthens community resilience.

From Scotland to Brisbane: Building a Career in Civil Engineering

When Luke McMahon left Scotland for Australia, he wasn’t chasing the sun, he was looking for challenge, variety, and a chance to grow.

Now based in Brisbane with CJC, Luke has joined a team known for tackling complex civil and infrastructure projects across Australia and he’s relishing the opportunity to contribute to that work while learning the nuances of engineering in a new country.

From Curiosity to Career

Luke’s interest in engineering began with a love of maths, physics, and problem-solving. His early experience spanned rail, bridges, and highways, working across technical design, optioneering, and project management. He quickly developed a balanced skill set, combining technical expertise with the communication and collaboration skills essential in multi-disciplinary environments.

During his time with CaSE UK, Luke worked on some technically demanding projects, including the Coire Glas Enabling Works Design, delivered to 50% completion, and the Cotton Tree Lane Temporary Works package.

He credits these projects, and the mentorship of senior engineers like Colin Henderson, Managing Director of CaSE UK and Calum Henderson, General Manager of CaSE UK, for helping him refine his approach to design and project delivery.

“The best part of working with great people is learning from their different approaches to problem solving,” he says. “Those experiences really shape the way I think as an engineer.”

A Global Move, A New Chapter Down Under

Luke’s move to Australia came through a long-standing connection with Colin Calder, whom he met years earlier in Aberdeen. After completing his studies and building industry experience, Luke reached out to discuss the idea of working in Australia – and the rest followed naturally.

Before relocating, Luke spent six months with the CaSE team in the UK, completing the Coire Glas project. That period provided valuable experience and gave him insight into the collaboration that defines the broader CABER Group.

Now part of CJC in Brisbane, Luke is settling into life in Queensland, discovering the city’s subtropical rhythm and adapting to its engineering environment. “I didn’t know exactly what to expect before I came out,” he says, “but I’m keen to experience all the city and the projects here have to offer.”

“I’d love to continue working in those areas, but I’m also open to exploring new sectors like marine, defence, or renewable energy,” he says.

That openness reflects both Luke’s curiosity and the opportunities CJC provides for engineers to explore diverse workstreams. With projects spanning transport, infrastructure, and energy, CJC’s engineers are encouraged to bring their experience from different sectors to solve complex problems.

“Everyone in the company has such vast expertise,” Luke says. “They all come from different backgrounds, and they bring their own experience. I’m looking forward to learning from as many people as I can.”

“It’s a place where you’re encouraged to succeed,” he says. “The company supports you to challenge yourself and gain new skills and experience.”

Saudi Arabia’s Public Investment Fund (PIF) has recorded an $8bn write-down across its domestic giga-projects, including NEOM. The adjustment reflects schedule pressure, scope shifts and cost inflation. For project owners and contractors, it’s a signal to tighten delivery discipline, without losing sight of the strategic outcomes these programmes were designed to achieve.

The headline is not cancellation; it’s calibration.

What’s changed and why it matters

Capital is being prioritised toward packages that create early value: logistics corridors, utilities, transport spines and critical social infrastructure. For civil engineering teams, that means decisions will favour buildability, measurable progress and assured throughput over large, monolithic scopes.

Delivery themes to expect in 2025–26

Phased sequencing. Expect more stage-gated milestones, with enabling works and brownfield upgrades unlocking subsequent phases.

Design to budget. Asset owners will demand clearer alignment between concept and cost. Constructability reviews and optioneering need to occur earlier, with data to support choices.

We opened our Riyadh office shortly after reforms allowed full foreign ownership of businesses, a move that enabled us to operate independently and build meaningful partnerships on the ground. From Qiddiya to NEOM, the opportunity to contribute to nation-defining infrastructure is immense, but it takes more than a contract to succeed. It takes presence. It takes trust.

At this year’s Australian Airports Association Pavement and Lighting Forum, CJC Regional Project Lead Jacki Parish delivered a powerful address to industry leaders, highlighting the urgent need for sustainable investment and strategic collaboration in regional and remote aviation.

With firsthand experience managing a regional airport, Jacki understands the operational and financial pressures that councils and asset owners face. While routine maintenance is typically manageable within existing budgets, major capital works, such as runway resurfacing and lighting upgrades, can cost millions. In many cases, regional councils are expected to contribute up to 50% of these costs through ratepayer revenue. It’s a model that is not only challenging but unsustainable, particularly when future maintenance costs for upgraded assets are not adequately considered.

A Call for Change

Jacki’s message is clear: Regional and remote airports are essential infrastructure and must be treated as such.

As we reflect on the contributions of so many on a day of national significance like ANZAC Day, it feels fitting, especially as engineers, to acknowledge the ANZAC Bridge.

This structure, a bold feature of Sydney’s skyline, is sometimes overshadowed by its older sibling, the Sydney Harbour Bridge. Yet the ANZAC Bridge stands as a powerful symbol of Australian civil and structural engineering excellence.

A vital link in Sydney’s infrastructure

Spanning Johnstons Bay, the ANZAC Bridge carries the eight-lane Western Distributor (A4) and links the inner suburbs of Pyrmont and Rozelle. It connects Sydney’s CBD with the Inner West and is an essential artery in the city’s transport network.

Beyond its functionality, the bridge is a statement of innovation, representing the evolution of engineering in Australia from practical necessity to architectural landmark.

A legacy of ingenuity and vision

The bridge’s story began as a response to increasing traffic on the second Glebe Island Bridge, a steel swing bridge opened in 1903. That bridge, itself a feat of early 20th-century engineering, had become a significant bottleneck by the 1980s. It replaced an even earlier timber beam bridge opened in 1862.

Construction of the new structure began in 1992 and was completed ahead of schedule in 1995 at a cost of around A$170 million. Initially named the Glebe Island Bridge, it opened to traffic on 3 December 1995.

On 11 November 1998, the 80th anniversary of Armistice Day, the bridge was officially renamed the ANZAC Bridge by NSW Premier Bob Carr, in honour of the Australian and New Zealand Army Corps.

Today, an Australian flag flies atop the eastern pylon and a New Zealand flag on the western pylon. Bronze statues of WWI soldiers from both nations—sculpted by Alan Somerville—stand at the western end of the bridge. The Australian soldier was unveiled on ANZAC Day 2000, and the New Zealand soldier followed in April 2008.

Engineering excellence

The ANZAC Bridge is a cable-stayed design, the longest of its type in Australia at the time of completion. It features:

Two diamond-shaped reinforced concrete pylons, each 120 metres tall from base to tip (approximately 69 metres above the bridge deck).

128 stay cables in a semi-fan arrangement, anchored to the pylons and supporting the bridge deck.

A deck width of 32.2 metres, accommodating eight traffic lanes and a shared pedestrian/cycle path.

Early vibration issues in the cables caused by rain and wind-induced vibration were first managed with stabilising cables and later upgraded with hydraulic dampers, demonstrating how engineering solutions evolve over a structure’s lifecycle.

The bridge was constructed by Baulderstone Hornibrook, with foundation works carried out by Leighton Contractors. The Roads & Traffic Authority (RTA, now Transport for NSW) provided the design, led by Ken Wheeler and Ray Wedgwood.
